Who is a self-employed entrepreneur?

A self-employed entrepreneur is an individual who carries out independent economic activity without establishing a legal entity, benefiting from a simplified legal and tax framework. Starting January 1, 2026, the activity of freelancers will be regulated by a legal framework – the Law on independent economic activity of individuals (freelancers).

Useful information

Any individual who meets the following conditions can become a self-employed entrepreneur (freelancer):

  • Is a citizen of the Republic of Moldova or has the legal right to reside and carry out activities in the country.
  • Is at least 18 years old and has full legal capacity.
  • Carries out professional activities individually, without establishing a legal entity (LLC, JSC, etc.).
  • Has a valid electronic signature, which is required for online registration.
  • Is officially registered through the Public Services Portal and is registered with the state.

 

Self-employed entrepreneurs operate independently, declare their income, and pay taxes in accordance with the legislation in force.

The service is free and fast.

  1. Receipt of a State Identification Number (IDNO) and confirmation of registration in the State Register of Legal Undertakings.
  2. Request for an extract after registering as a freelancer. The extract can only be requested online and will be issued automatically (instantly) in electronic form. It can be downloaded from your personal account.

 

The name of the self-employed entrepreneur will be automatically generated based on the first and last name of the authenticated applicant as follows:

  • Full name: Self-employed entrepreneur “First Name Last Name”,
  • Short name: S.E. “First Name Last Name”.
  • Valid ID
  • Extract from the State Register (Public Service Agency) – freelancer, in electronic form

Freelancers in the Republic of Moldova who are self-employed do not need an accountant.

  • The main new feature is the introduction of a flat tax of 15% on annual income, which will not exceed 1.2 million lei.
  • For income exceeding the 1.2 million ceiling, a flat tax of 35% of annual income will apply.
  • The flat tax will replace several payments at once: income tax, social security and health insurance contributions, as well as local taxes.
  • The Tax Service will send the self-employed entrepreneur, by email, the Tax Payment Notice for the income declared by the 10th of the current month. The tax is to be paid by the 25th of the current month.

 

Recommendations for taxpayers:

  • Check the tax payment notice.
  • Comply with the payment deadline.
  • Use electronic tax services to make payments.
  • The application for termination must be submitted exclusively online through the Public Services Portal (servicii.gov.md), using a valid electronic signature.
  • Termination of activity is carried out by removal from the State Register of Legal Undertakings based on an online application.
  • Ā The service is free of charge.
  • Ā Removal is processed by Public Services Agency within 24 hours of submitting the application.

 

 

Before submitting the application for termination, it is necessary to:

  • declare all income earned;
  • pay all related tax liabilities in full;
  • close the accounts used for the respective activity (if applicable).
